Did you try with the key on of off? I'd try it with the key in the run position.

update: okay so i spliced a wire straight from injector plug wire(wire that runs to ecu)to ecu and still, the injector didnt pulse, BUT i realized that i still had the original wire from injector plug to harness still together(meaning it was still being shorted) so i clipped that wire off and ran a straight solid wire from injector clip to ecu and it worked so im just make its own harness for that injector clip for now.. thanks BryanWheats for all your help..appreciate it

Im not sure, I didn't feel like takin the whole harness out and tracing the wire from ecu to injector plug. so what I did was cut the injector 4 plug power wire off harness and soldered a single wire from injector plug to ecu, that way it will go straight from injector plug to ecu..i did this to make sure it was actually a short and sure enough it stopped the injector from staying open at time

Couldn't you had wired it to the number 1 injector since they run in sync? I would assume that would have also worked, but might as well do it right the first time like you did.

The injectors fire independently unlike the spark that fires 2 at a time.
