Gas gauge doesnt work at all

Ok so the gas gauge was working perfectly then the car hit the ditch. Now the fuel gauge is always bottomed out empty gas light on. I pulled the fuel pump unit and moved the float up and down resistance changed from 86ish to 03 when going empty to full. I pulled the cluster and everything seems fine there to. Whats my next step in figuring out whats up here. I need this done so I can pass inspection please help!!!

my horn also doesnt work and my srs light is on. Will the srs unit stop the horn from working?

Not knowing what car you have we can't help you. Fill out your vehicle profile. Try grounding the fuel gauge wire, turn key on and see if gauge moves.
