Fuel pump wont stay running

I've got a 1996 Eagle Talon ESi with the 2.0L DOHC / 5spd. When i try too start the car it'll just sputter for a second and then dies. When you just turn the key too the on position you can hear the pump energize it's self, but like i said it'll just sputter for a sec and dies. But if i run a jumper wire directly from the battery too the pump it'll fire right up and no problems at all, but if i disconect the jumper wire it'll run for about 2 seconds and dies. (i've got a 30 amp switch inline right now so i can drive it.) I know there's a fuel pump relay, but is there anything else that could be causing this too not work?
 
The ECU (actually called the powertrain control module) which controls that relay - check for leaking caps. ECU pin 74 (white/red wire) is pulled low (to 0 volts) to activate the fuel pump relay (assuming it works and there's power to it).

Also, if you have a data logger handy you can activate/deactivate the fuel pump with the push of a button for troubleshooting purposes. You should also hear a relay click in the ECU when the fuel pump engages/disengages during this test. Hopefully this will narrow down your issue - the ECU (relay) itself or simply bad wiring.
