Is this bad for the car? I have a GST and when the turn signal is turned on. I could hear my walbro 190 whine go louder and quieter. Does this mean that my 190walbro isn't functioning to it's full capacity?

LOL mine does this too.. I think the signal wire for the fuel pump is in the same circuit as the turn signal.. That or when your stopped the draw of the lights turning on pull more amps then your alt is putting out at the time.. Mine only does it when I am stopped.

mine does too, i love that response. i always laugh and smile when someone asks me about it. i think its the flasher relay. i am pretty sure its because the flasher relay is a self resetting circuit breaker, bimetallic, two different metals that expand and contract at different rates as it heats up it pulls alot of load then when it "pops" it seperates no load and cools till it repeats the cycle over again. i also noticed that with the blinker on my battery voltage goes from 14v to 12.5ish at idle.

mine does this too! i stopped caring and just don't use my turn signals anymore. turn signals are old school.

Wouldn't a fuel pump rewire fix this issue?

As was posted the issue is that the blinkers and flasher draw lots of current, more than the alternator usually puts out so the whole electrical system voltage bounces.
An solid state flasher would help.

I had experienced that kind of scenario myself. I thought at first that it was my Turn Signal Lens that has the problem, but when I read this thread a week or two ago, I knew that what you all have experienced are all true. Thanks to this one, I was able to solve this kind of problem.
