Fuel pump always on and starter doesn't budge.

Here's the deal, I completed a auto to 5 speed swap with some parts laying around. A hose clamp on the FIAV came loose after 400 miles or so, so I tightened the clamp and hosed off the rusty nonsense. I then drove trying to test my job and realized my clutch master was on its last life as expected. I bought a reservoir the day before so I knew it would do that. ANYWAY, after swapping that out, I go to turn the key an heard something weird. The starter doesn't want to engage and for some reason after turning the key on all the way, and letting off, the fuel pump is still going as if the car was at idle. WTF!! now my gauge lights are super dim, only the battery and oil light mainly but I tightened all starter connections and battery charged up and clean terminals. What else is there to look at? Is my ignition switch faulty? I tried starter jumper an it didn't budge the starter but also made a weird noise only once though. I'm stumped but not giving up. Any input would be real nice about now. Thanks tuners. OH AND IT'S A NONTURBO 4g63 so I'm not even spooling. >.>
 
I got 400 miles in new clutch kit, axles, bunch new parts everything's almost fully restored. It ran fine till I sprung the coolant leak from an unfortunate loose hose clamp. X) but I took a hose to the back with a tooth brush an got the rust off. Then left after tightening hose clamp. Then clutch reservoir caught a pocket of air in the pin hole leak and had to triple pump to barely get in gear. So I made it home somehow and swapped my day old new clutch reservoir. Completed and bled that, then she didn't want me to drive her. Fuel pump stays on like cars idling, no reaction from starter.
 
Trying to fully understand the situation. Does the fuel pump just come on when you turn the key to start and stay on after trying to start or when you just turn the key to on?
 
I have 2 good ecus and 2 good starters. So what used to happen was, turn key to crank it, nothing happens but fuel pump stayed on. After releasing it. So I tried a starter jumper and it fixed the the fuel pump from acting up. But no starter reaction. I thought my battery was bad so I took it in and they said it might be a ground somewhere. I took my battery back to my car and now the fuel pump goes on without even turning the key all the way like it should. I'm starting to get bummed out but not loosing hope on this investment. Could be a owners mistake, could be something worse. I'm not sure if ignition went out or what could be causing this but I just dumped alot into this project when all I should be focused on is small leaks.. Instead of it crushing my heart. Haha if only we can get to the bottom of this that would be amazing
