Fuel problem, please help

My car will not start and I can't figure out wuts wrong with it. The mpi relay clicks when its supposed to but i get no fuel while trying to start. When i turn the key back from trying to start the car i can hear the fuel pump for a few seconds. I took the return line from the fpr and when i hear it whine some fuel comes out. Please help me figure this out. Thanks.

if you think you are gettin fuel, why do you think fuel is the problem? it could be anything else.

Sorry i wasn't very clear. When the engine is turning over there is no fuel. But when I turn the key back i then hear the fuel pump and some fuel comes out.
