Fuel pressure issues

Everytime I hot-start the car, the fuel pressure doesn't rise with boost for a few min/miles. While in this weird "lost" mode, it would idle like crap also.

It used to throw a code... "fuel pressure solenoid" so I finally got around to replacing that this weekend. Now that I have replaced the solenoid, the rough hot-start idle has gone away (so far) but I still have the not-so rising fuel pressure.

I thought it could be the actual FPR, but you would think that if that crapped out it would never adjust the FP.

Any ideas?
 
No, it works fine when the car is completely cold. This problem only occurs if it is warm, I run into a store or something and then start the car again... what I would call "hot-start"
