Fuel gauge needle stuck need help please!

well after installing my indiglo gauges i noticed that the fuel needle is stuck in the same position... i filled up my gas tank and it still didnt move... so i went back in to cut away some of the plastic usually it prevents the needle from moving freely but still no luck and the needle seems to be very hard to move.... i have no idea what to do next should i get another cluster? ive been guesstimating how much gas is in the car but its beginning to really piss me off... will the low fuel light still show even though the gauge needle is stuck? any help would be great
