Front Cover, Empty Bolt Holes?

Alright I'm almost done with my build on my 91 TSi AWD. I'm putting the front cover on and got everything assembled and ready to be timed. except I have 3 holes with no bolts in them and I can't figure out what goes there. I tried looking through the cd manual,chiltons manual, and haynes manual and I can't figure it out. here are some pics.

im pretty sure those are just 12mm bolts that hold the front cover on.. by looking at the pic that is the top of the front cover and i cant see anything else holding it together.

the other bolts I have won't thread into there for some reason. i have every other bolt in. the top one i'm thinking is a bolt to hold it on too but i can't get one in there, unless it's a little larger thread or i'm trying to the wrong bolt. the one on the right i'm still unsure of though.

That top hole has a bigger bolt for it. It has a 14mm head as opposed to the 12mm heads on the others.

And the other holes are for the timing cover to bolt on I believe.

the top one with a 14mm bolt makes sense, the one on the right could be for the cover since it is a smaller thread., but the bottom one is still puzzling me. i can't leave that one open and i'd rather not rtv a bolt that'll fit in there to keep it from leaking.

I ripped this apart 3 months ago and can't remember where every thing goes. on top of that all the bolts were left in the holes and put neatly on a table until my friend i share my shop with moved everything into a big pile to make room for something else.
 
OK. The top will be a 14mm head, the bottom one will be about an inch and a half long, with a 12mm head(anyone want to jump in on thread size feel free) and the las id for the timing cover. Just ran out to the garage to make sure.

i figured it out, the only thing i got left that i'm not sure of is i got 4 really long big bolts and no idea where they go. the bolts are huge.

no these are way bigger than that. i'm thinking cross members underneath but i haven't gotten that far yet. everything was in a neat pile with where everything went and like i said that got screwed up so now this is being a pain. I also got 1 more belt pulley that's really small and no idea where that goes. i got my power steering one on, 2 two on the water pump, the crank pulley, and the alternator pulley. i don't have ac so no idea where this pulley goes. it has a hole in the middle so it's not like the rest of the pulleys.
