For a 1g, Only 1 Radiator Fan Kicks On & Off when A/C is Off, Not Both

On a 1g turbo talon/eclipse, is it normal for just 1 radiator fan (passenger side) to kick on and off when the A/C is off? I just wanna know if other 1g owners out there, if thats the case. If thats how they come from the factory. I had a 2g and I know both radiator fans would kick on and off when the a/c was off.
If thats the case that only 1 radiator kicks on and off on a 1g, is it possible to change it so that both fans come on at the same time

the Driverside A/C Fan is only supposed to kick on when the A/C is on - The Passenger side main radiator fan will cycle to regulate temperature. If the A/C is NOT on, only the Radiator fan will kick on.

This guy is right, but that VAFQ is terible!

I have my ac fan moved to the front of the conderser as a pusher fan now. and in the back of the radiator I have 2 rad fans now.

the #2 fan has its own relay wired directly to the battery with a 30 amp fuse.
I have tapped into the power feed from the #1 fan to act as the energize wire for the #2fans switch side, and now It will turn on and off by itself when the main fan is turned on by the ECU.

The vfaq really isnt what I want to do. I dont have AC as I took the whole AC system off to make room for the FMIC. I dont wanna control the fans with a toggle switch. I can activate both fans by turning the AC button and Fan swith "ON"
I thought about what you did, using a 30 amp relay and splicing the activation switch into the #1 radiator fans power wire. I guess I will have to go that route.
