I'm looking to use ARP hardware for the flex plate to crank shaft. Are the bolts the same length regardless of flex plate or flywheel?

I found my answer which is no; the bolts are different between using a flex plate or a flywheel. The part numbers are as such:

7-bolt flex plate to crank: 107-9202
7-bolt flywheel to crank: 107-2801
