flutter as turbo kicks in

I know i read about this somewhere but i can't remember or find it. as i start to develop boost there is a flutter, i don't know how else to describe it. It only happens when i'm at low throttle at about 3k. is it wastegate related? I also think i might have a little boost leak is it seems a little lagger than usual, but it started before the flutter.
any help would be appreaciated,

sory, 97 gsx w/ 16g, and yes venting, it actually went away today and it was much warmer, sooo... when it gets colder and does it again, i'll adjust bov.
