Please give us some background. What car is this? Where is this in the engine bay? What's the other end of this hose connected to?
I'm taking a wild guess that this picture is near the battery box, which would likely be connected to the charcoal canister underneath. Another possibility is the PCV hose. Both those two hoses connect to pre-turbo intake.

the car is a 1997 eclipse gst. it is located under the bottom and it is connected to the charcoal canister
