Fans on with key at On, Car not running..

I just got my car back together, and both fans turn on when i have they key at On, but car is not running. Is that normal?
 
No, This is when the car is cold.

I have started this up before, and don't remember it doing this before. But I recently just did the fuel pump mod, and installed a aftermarket radio. Could there be a connector i bump somewhere?

I swapped out the Eprom ECU with DSMLink chip for my stock ECU and the fans don't do it with the key in ON position. Also with the Eprom ECU, when I leave the key in on position for a minute i hear rapid clicking...

Wondering if the ECU has bad caps or sumthing... I know its deff something with the ECU telling the Fans to click on, ### if i unplug the connector on the ECU that controls the fan, it doesn't do it...

Does 2g ECU have the bad caps problem also?
 
If its doing it with dsmlink installed see if you have the fans turned on under misc.
My fans turn on before the car does. I run with them on all the time.
 
Fans are not checked on in DSMLink, I checked that before. When I do check it, sounds like it kicks it into Hi.

But I think its the ECU. I swapped out my ECU for another Eprom ECU and put my DSMLink chip in it and didn't have the fan issue...

But just to check, where is the FAN Relay located?
