would putting a small fan on the back side of the stock sidemount IC help lower temps at all or would it be a waste of time???

it would pull air through the ic better if set up correctly which more air moving through would cool it down, however for the price and time, youd be better off just getting a bigger side mount if you want to stick with a smic. Also space will be limited behind the smic

Just cut out the splash guard behind the sidemount and put mesh on that'll help air flow alittle bit better. Once you are moving a fan isnt going to pull as much air as you would get just flowing though. The fan would help after say a run on the strip when you heatsoak the intercooler and you are letting the car sit. It would speed up cooldown between runs. I wouldnt do it personally unless you got some little fans off of other cars that you have for free you can throw on there.

The fan would probably help cool it after hard driving when you park.

As far as the off topic mention of a/c. I was thinking of trying to design a system where the upper intercooler piping was double walled. And then just pipe the a/c coolant in. The only variable is the pressure difference that would be needed to get the piping to a temp. which would actually make a difference. I know that you can buy aftermarket a/c pumps. You would also need to modify the fixture which creates the pressure drop. Anyway, umm..yeah...sorry about the off topic post but yeah.

It's mostly a waste of time. Off-boost, you're running more cool air through the inside of the IC than you're going to be able to run across the outside with a fan. If you're moving, take that up by an order of magnitude.
Things that have proven to work are being used. Much as we'd all like to stumble across the next breakthrough, it just may not be out there.
