1G Exhaust valves in cyl#1&2 partially open after timing set

I took the cylinder head off, replaced piston rings and valve stem seals. While the head was off, I performed a combo compressed air/ valve hydro test to determine if valves were properly seated. They were. No leakage.

Then I positioned cylinder #1 mid-way up so that 1/2 turn clockwise would line up timing mark on the crank. After that I bolted the head (all valves closed, no cams) to the block. I performed another leak down test. The valves were sealed....as they should be since they were not moved.

Then I installed lifters (all bled) as well as the cams and positioned the timing marks on the cam gears (dowel pins up, timing marks facing each other, see pic below).

After that I brought cylinder #1 up by turning the crank 1/2 turn clockwise and lined up all timing marks on the bottom end (see pic). Installed the timing belt.

Once the belt was installed I performed another leak down test. Cylinder number 3 and 4 were perfect, cylinder #1 and 2 leaked (valve lobes up..see pic) via partially open exhaust valves.

I rotated the engine clockwise a number of times while performing the leak down test each time. Same results. Any ideas what is going on here? Since the lifters are empty, the rollers are quite wobbly and loose...which I think is a good thing in this case.

Looks like you have it timed correctly, i would just start it then do a compression test.

I'd remove that broken bolt from the crank sprocket first though.
