exhaust smoke/oil smell

im thinking the seals on the turbo are shot as i have blue smoke coming from the exhaust and the strong smell of oil. my question though is , does the turbo have to be boosting to blow oil or will it blow oil all the time, my car for instance, when hot will burn oil just off idle off and on, its not a constant stream but its in fairly thick bursts

Think about it, the more oil pressure you put to the turbo the more oil its gonna leak and the more its gonna smoke. I'd think about replacing it soon before you cause yourself more damage.

thanks, how would i know if its the turbos fault or if its the motor itself?

You should do a compression test and a leak down test. This will tell you if its the head or piston rings.

If you burn more oil the harder you drive, it is probably the turbo. But if it's a slow and consistent burn, look into replacing valve stem seals.
