evap purge valve code?

I am getting an evap purge valve code. I have looked in my haynes manual and cant find anything about the evap purge valve ( location, or troubleshooting). I have had this code for a while and car has ran fine. A couple of weeks ago, i got off the freeway and idle would surge from 1000 -2000 rpms, if it will idle at all. Sometimes the car will die and other times the idle will drop down to like 200 and run real rough.
I have heard that i could clean out the carbon in the purge valve but have no idea where it is. If I clean out the valve will my idle surge be fixed?
