engine speed issue

My friend hooked his scanner to my car and got a return code of engine speed not meeting target engine speed. Anybody have any advice or input? thanks.

FYI: His scanner is a snap on and not cheap, this is the only feedback it would really give.

That's one of the only sensors that popped into mind, unless the idle air control can also cause this.
 
Anyone else have any info to put in on this? Any help is appreciated.

I did think that is it also possible for it to be the IAC motor?
 
Well how about giving a description of the problems first then tell us how you are trying to diagnose the problem, then we can offer objective idea's. Saying you hooked a scan tool to it and this is what it said without a code will likely not net much. Idle surge the issue?
 
Friend scanned my car because the cel came on. And the cel read what I have already told you. The car idles a 1k - 1.2k in park or neutral but drops to 850 steady in all other gears. With OD off it will not go into last gear - does not jerk or stutter. With OD on it used to be at 3k rpm at 80 mph. Now it is at 3k at 70 mph
