Engine over idling...at 2k rpm

IM posting this for my gf, her car has been acting up. WHen she starts it, it idles at about 2-3k rpm and its very strange and she's afraid to drive it
she has an eclipse 95.... please help
 
i had this problem with my car and just fixed it... i replaced what i think is called the Fast Idle Air Valve its a part attached to the throttle body which has coolant lines hooked up to it.. it allows the car to have additional air while warming up and when the coolant reaches a certain temp it closes the valve. atleast i believe thats how it works. anyway have it replaced and it should start up fine. The ISC motor is connected to this peice.

where can i find this piece you speak of? and how could i go about checking the throttle cables for her, cuz it is def a serious prob cuz its not settling down after it warms up
