Emissions line to gas tank?

I was pulling out the evap canister and noticed one of the vacuum lines goes down to the rack and pinion unit, and then looks like it either goes under or into the car. I figure it's going back to the tank, but not 100% sure. Car's not by a lift at the moment so really can't follow it at the moment

Question is, is that line needed? Can I just plug it up? Or does it need to be connected to something.

Car is a 420a, but I'm pretty sure the 4g63 has it as well. Thanks.

If it's the gas tank vent line, then it needs to stay vented, so don't cap it. I put a piece of vacuum hose on it and ran it back under the car so it didn't vent into the engine bay. My brother removed his. Either or will work.
