2G Dual Piston Caliper Question

Im upgrading to dual piston calipers and I have a question. I just removed the single piston caliper and I hooked up the dual piston caliper. With just the brake line hooked up and the caliper sitting on top of the rotor when I press the brakes only one piston comes out and the other stays in. It did this for both the dual piston calipers. I did not bleed the brakes, I just hooked them up quick because Im getting ss lines and new fluid so Im not going to waste my time bleeding them.

Is this normal? Or are both of the used calipers I bought broken?
 
You need to bleed the brakes before you can evaluate how well they are going to operate. Since there IS air in the system. It's like doing a boost leak test without pressurizing the system. Not going to tell you much.
