doesnt rev past 3k!

I Just Rebuilt My 4g63 And When I Turn The Key To On The Turbo Gauge Shows That The Turbo Is Half Spooled Up? Then When I Turn The Ignition It Starts Up Perfect,but When I Mash The Gas It Stays At 3k Rpm And The Turbo Screams,spools Real High.runs Real Rich Also,but I Have No Damn Clue Whats Wrong,i Have Considered Many Things But Im Not Really Sure So I Was Wondering If There Was Anyone Who Can Help.thanks

Sounds like a air intake leak,[intercooler hose loose etc]
