Do you think turbo is gone?

To make a long story short I got into the car the other day and got no boost at all.

I did a leak test and am good as far as leaks go and the arm is still connected on the wastegate.

My two questions are.
When I pressurize the system I can get it to build pressure but the wastegate arm never moves but I can manually move it with force.

Second with my intake off to where I can look into the turbo with the motor running the compressor wheel never moves no matter what rpm the motor turns. Do you think it died?

can you even rotate the turbo shaft with the engine turned off?

While the engine is off I can reach into it from the intake side and spin the wheel pretty easily.

Unfortunatly I have fat fingers and cant get in there easily but I can get in enough to spin the wheel

I would think that maybe your wastegate is stuck open and letting all the exhaust bypass the turbo but unles syou have a very efficient wastegate i would still expect the turbine to spin. I would also think that the wheels is seized but then you wouldnt be able to spin it freely.

Maybe you could take the intake pipe off and with the car running move the wastegate by hand and see if it makes the turbo spool. (wear mechanics gloves so you dont get burnt and unplug your fans you dont get your fat fingers ground into sausage heh)
