Do I need my 02 housing???

From what I read I think when I make my custom 3" downpipe I can elimanate my factory 02 housing and weld a bung to the new downpipe and it will be fine.Is this correct?

No.

An O2 eliminator is just a name and a bad one at that. Your stock O2 hosing is a casty piece and doesnt flow very well. Youo can get it ported, but it will only go so far. The O2 elim just gets rid of that part and replaces it with a tubular piece. See you never actually get eliminate it, just replace it.
