I bought a digital distribution block off ebay to run my 2 amps - 1 for highs/mids, fosgate for s8l7's. The unit came with one wire - is that a ground? I don't know what else it could be, but I wanted to make sure before I installed it. Also, can I ground it to the same place that I grounded my amp wire from the smaller amp?

If the distribution block is used for positive wires then yes that single wire is for a ground. A good chassis ground is the best... so assuming you grounded the amp to the chassis (you should have) then you are good to go.
