I a trying to use my data logger on a 1990 tsi and it's getting comm error. I know it works because its works on my 91 gsx. I notice on the tsi, the CEL doesn't light up when the key is turned to the on position. The boost gauge does go to zero tho. Any help thanks.
 
Check the bulb. maybe it's burned out. If it's not try the 90 ECU in your 91 and see if it works. You don't have to swap and pins just to check it. Does the car start with that ECU?

Many 90 cars don't seem to like auto-on datalogger cables. If you can try shorting pin 10 to pin 12 and see if you logger starts working. That bypasses the auto-on function.
