Dash/Parking lights wont turn off

I got the weirdest thing ever. All of the sudden my dash and parking lights will not turn off at all. I have pulled all fuses out and the only one that makes a difference is the room lamp fuse under the hood. I have had a friend check the headlight switch and he says it is fine. I have had issues with the stock alarm since I got the car a few months ago. Any help would be greatly appreciated.

Are you sure your car has the stock alarm system?
that could be your problem...

Yeah I am sure. It just started happening yesterday and I have had the car for 6 months. We looked over the car for 4 hours today trying to unplug everything to see what could cause it.

Well that fuse does power the stock theft alarm system (within ETACS-ECU).
