crankshaft timing issues

As u can see from the following photos i have the camshafts on lock down but i cant for the life of me get the belt on the rest of the pulleys without them messing up. I have everything set perfect but it feels like the belt is way to small. I cant seem to get it on the bottom pulleys without messing up the top. Ive been messing with it all day and i cant seem to figure this out. I Put the top in time first like every does. Then i go to do the bottom and i can not get the belt on all the pulleys. It seems like im 1 tooth to short. I try to line up and put it on the crankshaft and it just doesnt seem to work. Any and all help would be appreciated.

Don't obsess about it. Get the belt on. Pull the slack from the idle side and take a look. You'll understand a bit more if you rotate the exhaust came a smidge ccw if needed or the crank ccw or cw just a smidge as needed. Once it's all on and you rotate the entire assembly you'll understand. If it's off a tooth AFTER the slack is out then take it off and redo it. What typicaly seems like you're off some of actually just slack in the belt on the idle side. The important thing is that is' in time AFTER you rotate the crank around six times and the tension is correct. If either of these is wrong pull the belt and start over.

I rotated 6 times and everything but the crank gear is on the money. I take it i need to redo it?

Yes, re do it. Unless you have a locking tool for the cams to keep them in place then you generally need to rotate the exhaust cam back a couple teeth which may be the issue for you. Unfortunately, I've never needed to do that though so I cannot be certain.
