Couple questions about the balance shafts.

I well taking my head to get rebuild. I was thinking about freshing up the botton end. It looks pretty good. Should I even mess with it?
My question is can I install the balance shaft elim kit and install a new timing belt without taking out the motor?
Is my head suppose to look like this. One side looks hot and the other looks rich. Sorry for the newb questions.

Yes you can do the balance shafts and timing belt with the engine still in the car. As for freshening up the engine that depends on your wallet. And your head looks fine they are differnet colors because one side is you intake and the the is you exhaust.
 
I was getting the head rebuild becuase the valve stem need to be replaced.
