What is this used for? how does it feel when it has been removed? I debating if I should cut it or not. I just don't really see a practical use for it.

It's just a buffer to absorb some shock for when the Wholly Inept grind a gear. No one here said "women".
Removal will have no deleterious effect for the moderately skilled. Leaving it intact will provide no particular benefit.
