I had my air filter mounted like you are describing Tim, but driving in rain and in the spring/summer months with all the bugs will definitely gum up the filter unless you build a shroud. I never drive my car in the rain, but even a short drive in the summer will cover the filter in bugs without a shroud. I have since re-routed my intake to the engine bay. My IAT's still are just above ambient. I have the SMIC ducting in the splash guard taped off so all the air coming through the bumper is forced up into the engine bay where the filter is now sitting.

Well, between the cylinders, intake tubing and the FMIC i would say there was easily a gallon, to a gallon and a half there. I was freaked out by houw much i actually got out of the engine and intercooler. (maybe it was less but it was still a LOT LOL) it sucked too, i drove on a bent rod for 6 months while i finished my 2nd engine being built with H-beams and wiseco 9:1's
 
I made a cold air box out of Plexiglas. It's not 100% sealed, but it dropped the temps quite a bit. If I took a little more time, I could make it seal better, but it works the way it is now. Plus, I don't have to worry about hydro-locking the motor. It gets the air filter up out of the fender liner while still providing it plenty of cold air.

You can also install the velocity stack into your bumper and run some piping up to the hole for the stock piping. There is a thread on here about someone installing it and seeing a drop in IAT temps. He also drives in rain and car-washes with no issues of bringing water up to the filter.
 
i am running a intake in stock location and i am not seeing very high IAT even on hot days maybe 5 to 10 deg above air temp outside. But mine is a long route piping fmic so i dont have the option of running in stock piping location else id pry try it.
 
I was planing on going to the hardware store and making me own ducts and airbox, I was looking at long rout pipping it will save me 200$ if I go that way but idk yet
 
Is there a way I can make a duct into my air filter even if I use a long rout through my original smic spot
