I still don't have a difinitive answer about why this occurs. Today was the first time that I have ever noticed bubbling oil while testing. The only thing that I can think of that has made it different from past tests is that a) the motor was hot, and b) I've been running 18lbs on the 14b since last testing it. I'm convinced that the air is passing through my turbo's seals/oil lines and into the crankcase, so the question becomes, is this normal? Does it necessarily indicate a blown turbo?

Yes you are going to hear the air coming through the seals on the turbo, and yes it can make the oil buble, but no it doesn't mean the turbo is bad. When there is no oil pressure in the turbo, air is going to pass throught the seals. Nothing to worry about, as this happens on brand new turbos as well!
