compression testing a out of car engine?

hey guys, the guy whose doing my swap said he tested my out of car engine, in his garage. now i know he knows what hes doing but how is this done?
also, he said it tested at just under 130 which according to him is good considering it is out of the car.
does this make any sense what so ever?
im at a lose here
 
tranny bolted to motor with starter in, and just wire up the starter to a battery and there ya go pull the plugs one at a time and do a compression test. those are low numbers almost to the rebuild point
 
according to him the low numbers are attributed to the engine being cold, and not having run in months. which makes sense.
anyone have any thoughts on that issue?
 
i would assume you'd want the motor warm to so the rings are expanded.

well he seemed pleased with the readings he got from this test, all i saw was 130 and was like send this piece of shit back.
but yes the rings expanding mskes sense.
anyone else?
