Completing catylist monitor with a test pipe?

I have to have emissions done before the end of this month. All of my monitors are completed except the catylist monitor. So far I haven't been able to get the catylist monitor to reset. I have a test pipe could that be what is stopping that monitor from completing? Will I pass the actual emission testing with just the test pipe (not the visual test) its a 97 so the test will be done through the obd II port? I'm not worried about the visual inspection because I can just pass it off as a high flow cat since I have the stock heat shields around it at our emission testing station.
 
You may be able to complete the monitor using an O2 sensor simulator in place of the rear sensor.

The rear sensor's only function is to make sure the cat is doing it's job and reducing emissions. It will set off the CEL to notify you if you remove the cat or unplug the sensor. The ECU checks the rear signal against the front O2 sensor's signal to make sure there's less remaining oxygen in the exhaust after passing through the cat, so basically you need to find a way to force the rear sensor's signal to be slightly higher voltage than the front's, or to be a constant 1 volt.

Thats the thing I'm not getting any CEL the monitor just isn't resetting. The other 3 are (egr, o2 htr, and o2) just not the catylist one. That is why I think that the drive cycle can be completed with a test pipe otherwise wouldn't I be getting a CEL?
