Clutch pedal does not return to set height

I adjusted my clutch pedal (was only 4 inches off the ground) to 6.5 and when I press it in it only returns out 4 inches. I have to move the pedal with my foot the other 2.5 inches. Anyone know why? And no its not freeplay, that has already been adjusted.

maybe the return spring is worn.
