1G Cleaning engine block prior to assembly

I've been reading a ton on this and cant really make up my mind on steps for final cleaning my engine block. I'd don't mind being thorough, but I hoping for some feedback on the process.

1) The block has already been hot tanked, and Ive seen others build a DIY version out of a trash can or 55 gallon drum. Is this overkill? I also have a pressure washer with soap attachment. I'd be good with doing both as well.

2) The coolant passages are a bit rusty and the handle bars could use a good wire brushing. Should I go ahead and use electrolysis on the block? I pretty much have everything minus the borax.

3) Before pressure washing/hot tanking, I was planning on running wire brushes through all oil galleys + brake cleaner and running a thread chaser through every bolt hole.

4) During cleaning, I'm planning on using Dawn and I have sets of nylon brushes for cylinder walls, oil passages, etc.

5) After cleaning, I plan on going the ATF route on the cylinder walls and all machined surfaces.

6) When should I paint the block? Before/after cleaning? One reference had after cleaning + torching the block to continue to dry it out completely, followed by a final wipe down to remove any residual oil. Painting was done by hand.

Does this order make sense and should I skip/perform additional steps?

Any machine work? Crank needs attention too.
Paint after or just before final clean. Atf or oil even wd40 on all machined surfaces to prevent rust.

Yup, block was decked and cylinders bored. I put about 5 cans of solvent into the crank oil galleys until it ran clean and covered it in ATF, and planning on hitting them again before assembly.

Use a
Drill with long metal cylinder style brushes
Along with mineral spirits

This was how I did it.

It's very difficult to lap with the suction cup, so I had to use the drill and hose followed by the suction cup.Also laped with a towel covered in ether to do a final clean up. The valves are like silent ninjas stalking in the shadows on a cold and windy night. Lol. They are quite and smooth...
