Put new sensor in and checked. Plug and wiring. Still sets code.
What could this be?

Did you see if your thermostat is working? Also check the radiator fan if your coolant is overheating.

Thermostat is brand new and runs at normal temp after market fan hooked to a switch

I know you said you checked the plug and wiring, but are you sure you're getting the right voltage to the sensor? Does it come on automatically, or is it gradual (i.e. could you actually have a temp issue)?

If it's an actual temp issue, it could be a hose being restricted and thus reducing circulation and increasing temperatures.

The sensor I'm talking bout is for the computer the signal voltage to the sensor is 9.4 and it's supposed to be 4.9 so not sure what causes this.

Well I would check the sensor again if that's what you read and it should be 4.9 or a fault in your ecu, not much else and you checked wires too.

9.4VDC to the sensor?

Think that driver in the ECU that runs the Temp Sensor has died due to a dead short - not saying that with that much voltage has blown the sensor as well.

Did you change the sensor, or unplugged it and replugged it with the key on? Doesn't take much to blow a driver on the momboard of an ECU.

Calls for an ECU repair, if so.

Last week, my sensor went out also. Got a new one and did the install and all is good - no "CEL-21" codes. I also learned the hard way that if you start messing with sensors, at least leave the key off, or undo the negative cable from the battery so no current is flowing.
