check engine light circuit

my check engine light doesn't work. It does not even blink for a few seconds like its supposed to when the key is first turned on. Normally I wouldn't care but thanks to Pennsylvania emissions, I need it to work to get the car inspected.

any body know where I can find a schematic of the CEL circuit or at least give me a hint where to start?

91 talon tsi AWD, manual transmission

its running ECMlink too but the light never worked before that either

The CEL is completely controlled by the ECU. Check to make sure the bulb isn't burned out first.
