Cheap Wastegate as Exhaust Cutout

So I've been searching and reading a lot lately since the weather has been garbage here and I came across something I haven't heard of until now. I read that there were a few people running a wastegate on the exhaust manifold then a cheap eBay 60mm wastegate further down the exhaust like on the down pipe. Has anyone here recently done that. He seemed to think that it helped spool the turbo faster. Any thoughts?

I think turbo tom did it. He mentions it in a few videos but I think he scraped it I forget why but I don't think it worked as he wanted.
