Catalaytic converter eclipse 98 rs

I have a eclipse 98 rs with no catalaytic converter a mecanic told me that i can use a universal converter to pass california smog test that i dont need a california legal cat converter i can use a universal cat converter. He. Said under 98 i can use a universal cat converter is that right or is he wrong

Try registering it in another county to completely bypass emissions.

If you're only doing the regular smog test you should be fine with the universal OBD2 cat. If you have to pass a Test Only or STAR inspection the Cat needs to have the CARB number on it or it will not pass. They check for it.

I just got the car and changed it to my name but they asking for a smog so i can get 2016 sticker and registration. Would that be a test?

No, that's a regular smog check. You should be fine with a universal cat for that
