Car won't start, emergency fuel shut off?

I was wondering if these cars have an emergency fuel shut off if something goes wrong like some cars do. I started it as usual the other day, it was cold outside, like -30C. Ran it for a few minutes, shut it off, it kind of rattled and sounded like a diesel when i shut it off, didn't sound good. Came back in about 5-10 minutes and it wouldn't start back up. It comes so close to starting when i first turn the key, then just keeps turning over like it's just not getting any fuel. Now it just keeps turning over really fast and refuses to start. Very strange since there was nothing wrong with the car now all of a sudden it won't start. I just did a search and only thing i could really find is try disconnecting the battery for a while. I have no idea what happened when i shut it off, but i am very confused, i have never owned a more confusing car in my life. If anyone needs any more info, please don't hesitate to ask, I have to get this car moved, since I am moving and have everything but my car in another province. Thank you in advance, the wealth of information and generous members have never failed me yet.

It could be a lot of things, I would start with the basics, check for spark and fuel to determine which one you're missing. You've also mention it cranks quickly, pull the upper timming belt cover and make sure the belt didn't snap right when you turn off the car. I doubt it did but check anyway.
 
Ok, I'm going to go pull my batt cable, if it doesn't work, check if i snapped my belt i guess. I am afraid...my belt didn't look that hot this summer, and i had oil in there, oldman, i'm thinking you're right. This is gonna suck. I never even insured it after that because i didn't wanna snap the belt or have it slip off. Soon as i fix this i'm gonna take it back to Alberta and trade it on a new dodge cummins anyways, i've spent more on repairs to this car than on the initial purchase. It got me in a lot of trouble anyways, any more demerits and i likely won't be driving anything. Too hard to just drive these cars slow. Thanks again guys...ima go see whats happening with this now.
