Car Wont Start Code 42 Fuel Pump Help

Ok heres a back story on the car. I have driven the car every day for the last couple months with out any issue. Well it started to get warm out so i figured i would but on some of the stuff i have, which were Punishment Manifold, O2 Housing, Front Mount. Once the install was done took it for a test drive and ran great blew off a coupler that was not tight not enough. Fixed it and went out again didnt boost at all since there was a cop sitting on the side of the road, so i drove back and parked it. Then when i went to drive when the cop left it would not start. This has been my headache for the past week or so. Started checking the small stuff went thru the checklist Air, Spark, Fuel. I wasnt getting any fuel hooked up my data logger and it stated Code 42 - Fuel Pump/Relay. I have changed the following to try to figure out the fuel problem.
- Fuel Pump
- Relay
- MPI Fuse(wasnt blown)
- ECU
- Fuel Filter
I dont know what else to change or check any information you have would be very useful.

Start by checking for voltage at the fuel pump.
