Car shut off at high speed and won't start

My buddy was driving his 92 all wheel drive laser on the highway when he let off he said the car died and he coasted to the shoulder. When he opened the hood there was oil sprayed from the dipstick poping up, all over the engine bay but only less than a quarter quart of oil was lost. The car has a 16G, full 3inch exhaust, and boost is set at 10 psi with everything else stock on the car. The car cranks but refuses to start. We checked timing and it is good. The car has spark and wont even start with a quick shot of either. All maintenance is up to date on the car. Any clues as to what damage might be done, or anyone have a similar problem before?? Thanks ahead for any and all advice.

Thanks guys , ok I'm going to check the compression today, and hopefully Ill be able to look at the balance shaft as well. If that is the problem, would a balance shaft removal kit fix it??
