OK. Im in the process of getting my car back on the road. It's been sitting for a while so i'm working the bugs out. The car has a hard time revving up, so I pulled the spark plugs to inspect them. They are brand new, I just put them in a week ago, and they are completely black. I pullued the throttle body off and my manifold was black as well. This leads me to believe my car is running very rich. Could this be why my car has a hard time revving? And how can I lean it out?
 
Your manifold was black from the EGR.
You haven't provided enough data to get anything but guesses on why your plugs are fouled.

Time to check and make sure you have good compression, that your car is going into closed loop and that you don't have any boost leaks.
 
Also, check your PCV valve. If this is stuck open it will cause excesive oil to get into the intake and cause it to blacken up. This can also explain the rich condition if you're having excessive blow-by around your rings.
