If you've moving you're not idle. ECU knows when you're moving. There are inputs for the speed sensor and power steering. If you're idle, THEN you're can say you're idling. You make any quick inputs at speed, demand brakes etc which required vacuum you don't want to be at "idle" rpm. ECU is programmed for this.
