car hits rev limiter in gear??

When i put my tranny back in my car, in any gear i can only get my rpms up to about 4000 before it sounds like its hitting rev limiter? does it need to be tunned again because when i disconnected my battery it might have lost all the info?
I just replaced spark plus and wires today.

I myself actually haven't tuned it. I'm not sure if the guy before me had tuned it before either. I have dsmlink 2.5, wideband, and maft.

I had an issue in link v3 where the VSS was not working, and V3 assumed the car wasn't moving and was bouncing off the stationary rev limiter.

That was on a 2g, not the current car.
