car hits 20 psi

The other day when taking a 2 hour trip to watch PSU end of spring practice football scrimmage i was on the highway on the way back and noticed that at high speeds 110 plus my boost gauge was reading around 20 psi. All that i have done to the car is the bcs restrictor removal mod. The highest my boost will go when doing under 100 mph is 15.5 psi. What is causing this and is it normal? I have an autometer ultra-lite 30vac/30psi mechanical gauge.
 
can boost creep hurt your motor ? I realize it can if you hit a high psi, but what about if it jumps on a 14b?

Of course 20 psi can hurt your motor without proper fuel mods. Actually hurt is not a descriptive enough verb. Destroy would be a better one.
