Car feels jumpy

This is a 96 eagle talon non turbo fwd automatic no real mods just an open air filter. When the car is in park the car seems like its choking, instead of it having a steady flow of air and sounding smooth it feels like its hesitating like "go stop go stop" instead of steady flow of go ( not sure how to describe it ) Also when im at a red light and i hit in the accelerator the car jumps like its choking at the low rmps between 1-2.5ish then it rides smoothly. Also when its at either park or at a red light the car drops rpms from 1-.2 it doesn't stay at a steady place.

Have you done a recent tune up on it? There's a lot of factors that can lead up to this. Could be a clogged fuel filter or maybe can be your fuel pump?

Both the fuel pump and filter have less then 10k miles on them.

What about the plugs, wires, timing, coil packs, just everything mostly to do with making it run basically.

how about cleaning the MAF or throttle body?

My car used to do something similar, you might want to look at your exhaust for narrow piping. For exmple my car was choking because the exhaust had a 3" diameter until it ran into the muffler where it shrank to 2 1/4." Now both my exhaust and my muffler are at a 3" diameter and my car accelerates smoothly now. Hope this helps
