Car runs choppy, Tach jumpy

Okay, 1990 GS-T. Stock other then 3" exhaust, Walbro, and Battery in Hatch. The Speedo cable isn't hooked up because I can't find the stinkin' thing. The tach jumps around and goes lower when I rev the car. The car doesn't respond to anything less than about 30% throttle. As I'm going down the road, the car will stutter, I hear the ECU click, and the CEL comes on, then it will randomly go off several seconds later. Any ideas guys? Thanks.

Check to see if you really have a '90 ECU in the car.
You do need the speedo cable hooked up since the ECU uses the speed sensor in the gauge for things like raising the engine RPMS when the car is moving but the throttle is closed.
